The primary supplier of furniture for shelters has repeatedly cooperated with the education department of the Shevchenkiv RDA. They already procured goods through tenders in the amount of 4 million and 7 million even before the invasion, in 2020 and 2021. But it was in August of last year that the products of this manufacturer were purchased from an intermediary at an inflated price. These are frameless ottomans, wooden benches and benches with soft seats. “The purchase issue was resolved on Friday, August 12. They identify an authorized person who should deal with these issues in the education department, who is going on vacation from Monday and her duties are transferred to others – this is a blurring of responsibilities,” the spokeswoman said. . The prosecutor’s office also noted the collection: 2 weeks before the decision on the purchase was made, the tender winner purchased exactly this amount of furniture from the original manufacturer. “For some reason, the primary supplier, who previously worked with them, was not selected for the supply of this equipment. An intermediary was selected, who bought the same amount of furniture – 321 poufs – 2 weeks before this purchase announcement,” says Maksymets. The prosecutor’s office also reported that the purchase of furniture took place in August. “I understand that they were in a hurry to get to September 1, and by the way, they didn’t have time. Let’s think about when the full-scale invasion began. Two weeks before the start of the school year, they suddenly remembered that the shelters were unequipped?”, the prosecutor’s office says. The investigation also analyzed the flow of funds to the furniture supplier’s accounts: the supplier purchased the same number of poufs twice for the same amount. “They say according to the documents that they bought poufs from one FOP, and a real inspection established the tags of another manufacturer. In general, we can say that they did many things that indicate a previous conspiracy and cover their actions from law enforcement agencies,” adds Nadiya Maksimets The Department of Education of the Shevchenkiv District also purchased biotoilets at the highest cost per unit in Kyiv. Other districts in the same procurement period purchased one thousand cheaper per unit, the prosecutor’s office adds.
