Reports are coming from more than 30 regions of Russia that their residents are being summoned to the military enlistment office. Reservists are asked to appear at the military commission to clarify their military registration data or to be selected for military training. According to lawyers, it is impossible to call this the second wave of mobilization, however, military gatherings have not yet been announced in Russia.

The Astra Telegram channel collected data on the delivery of summonses in 33 regions, from Moscow and St. Petersburg to Yamal and Dagestan. Requests to come to the military enlistment office to clarify data are also received by university students who have a deferment from military service.

The head of the human rights group “Agora”, lawyer Pavel Chikov, believes that it is impossible to connect the mass distribution of summonses with the alleged “second wave of mobilization”. According to him, the military enlistment office can issue a summons to a citizen if he does not report a change in his data about his place of residence or marital status. However, Chikov emphasizes, questions are raised by reports about the distribution of summonses for selection for military training. Meetings can be held only on the basis of a decree of the President of Russia. Vladimir Putin did not sign such a decree.

  • The Russian authorities have previously stated that there will be no second wave of mobilization. However, Putin’s decree on mobilization since September 21 last year was not canceled.
  • On April 1, spring conscription for military service will begin in Russia. In addition, from the same date, the Ministry of Defense will start a new recruitment for contract service. Several regional mass media immediately publish the total number of contractors with whom, according to the plans of the Ministry of Defense, it is necessary to replenish the army – 400 thousand.
  • In January, the Minister of Defense of Russia, Sergei Shoigu, announced the task of increasing the number of Russian troops to one and a half million people within three years.
