The European Union plans to create a clearer legal framework for imposing sanctions on family members of Russian oligarchs.

The day before, the European External Affairs Service informed the EU member states that it will soon present the relevant draft law.
The move should ensure that there is a very strong evidence base that suggests that some family members have received undue benefits from the sanctioned oligarchs and may be helping them circumvent the restrictions.
The proposal will define the criteria and legal framework that will allow sanctions to be applied to family members of a specific person.
The expanded criteria were proposed by Estonia and other countries because of concerns that sanctioned Russians could move money and assets around the restrictions.
The proposal gained popularity after the mother of Yevgeny Prigozhin, the head and founder of Wagner PMC, won a case in the EU General Court to cancel its inclusion in the sanctions list in early March. For the first time, the idea of strengthening the legal framework for relatives of Russians subject to sanctions was voiced even before this court decision, and since then it has been gaining momentum.
The fight against sanctions evasion has become a priority for the EU after 10 packages of sanctions against Russia and the freezing of assets of more than 1,500 individuals and organizations. The European Commission also plans to propose legislation to close additional loopholes.
