The Minister of Health appointed Porhun and Adamanov as deputies: what is known about them

Minister of Health Viktor Lyashko appointed two new deputies: General Director of “Medzakupivel” Edem Adamanov and former head of the Ministry of Veterans Oleksandr Porhun.

Oleksandr Porhun will be the deputy minister for veteran policy and will deal with issues of veteran policy in the field of health care, Lyashko said.

“The government approved the Hero of Ukraine as my deputy – Oleksandr Porhun. In this position, he will deal with issues of veteran policy in the field of health care.

I have known Oleksandr for many years, we have experience of working together, I believe that he will do everything possible to fulfill the tasks set, and therefore the needs of veterans in medical services will be provided even better.” – wrote Viktor Lyashko.

At the same time, Edem Adamanov will be responsible for the financial and economic block, centralized procurement and infrastructure projects at the Ministry of Health.

“Many colleagues from the healthcare sector know Edem thanks to his work in Medical Procurement of Ukraine. He really managed to implement many important initiatives and launch many transformational processes, which significantly improved the efficiency of the procurement process…

Also, for the first time last year, the saved funds did not return to the budget, but were used for additional purchases of medicines and important equipment.”– said the minister about his colleague.

What is known about Oleksandr Porhun

Oleksandr Porhun is a retired Major of the Armed Forces of Ukraine, a veteran of the Russian-Ukrainian war, defender of the Donetsk airport. Hero of Ukraineawarded the “Gold Star” order in 2015.

Oleksandr was born on January 21, 1987 in Kyiv, studied at the Ivan Bohun Kyiv Military Lyceum.

He graduated from the Lviv Institute of Ground Forces named after Petro Sahaidachny National University “Lviv Polytechnic” and the National University of Defense of Ukraine named after Chernyakhovsky

From August 2014 to June 2017, Porhun was the commander 13th separate amphibious assault battalion of the 95th brigadewho freed Stepanivka, Krasniy Luch, Alchevsk, Snizhne, Chornukhina, Telmanov, Starobeshevo, Torez, Yasinuvata, Yenakievo, Kramatorsk, Krasnoarmiysk, Shakhtarsk, Sloviansk, Izvarine, Lysychansk, Karachun mountains from the occupiers.

Later, Oleksandr resigned from the army due to his health and started working on veteran projects. From April 22, 2020, Porhun was the first deputy minister of veterans’ affairs of Ukraine.

“Under my leadership, the social directorate, created from expert groups, is responsible for housing programs, social programs, as well as granting the status of combatants, the payment of one-time cash assistance in case of disability or death of soldiers of voluntary groups.

On February 9, 2024, after the resignation of Yulia Laputina, Porhun began to temporarily perform the duties of the Minister of Veterans Affairs.

What is known about Edem Adamanov

According to the official biography on the Medzakupivel website, Edem Adamanov studied at the Crimean Economic Institute of the Kyiv National University of Economics named after Vadym Hetman and received a master’s degree in International Economics.

He studied international business at the master’s program at Warsaw State University, and also studied at the short- and medium-term programs of the Kyiv-Mohyla Business School on management and public administration.

In 2012, Adamanov started his professional career in the UkrLandFarming group of companies, namely in the subsidiary company “RYZ”, where he worked as a buyer of agricultural products and an analyst.

From 2015 to 2016, Edem Adamanov was the first deputy head of the Bilyaiv district state administration and was responsible for the financial and economic block, agro-industrial complex, investment attraction and tourism development.

At the same time, Adamanov introduced a system of public procurement at the district and local levels through the “Prozorro” system.

After working in the state apparatus, the man worked in the private sector and held managerial positions in such companies as “WEST GENERAL” LLC and the “Nejat Standards” Certification Center.

Since 2019, Adamanov worked at “Medical Procurement of Ukraine” as Deputy General Director for Procurement.

In March 2021, he headed the state institution “Professional Procurement”, and already in July 2022 he returned to “Medzakupivli” and made his way from the deputy general director for supply management to the general director.

Adamanov headed the state enterprise “Msingle purchases” of Ukraine from August 2023.

“Under the leadership of Edem Adamanov, the transformation of the Ministry of Health took place, and the provision of the country with free medical goods reached a new level: hospitals began to receive medicines and medical products more quickly and rhythmically.
