The Ministry of Education proposes to exclude the terms “tolerance” and “bullying”
The Ministry of Education of Russia proposes to exclude from educational programs the terms “gender”, “tolerance”, “bullying” and “family violence” and to replace them with “clear and neutral wording, available for understanding by students”. The draft order is published on the federal portal of legal acts.
“Genderness” is proposed to be replaced by “gender”, “tolerance” by “respect”, “friendship” and “friendship between nations”, and “bullying” and “domestic violence” by “psychological violence, systematic humiliation of honor and dignity, bullying, persecution”.
In addition, the department decided to remove the item about foreign athletes, coaches and competitions from the physical education programs “in order to form a conscious attitude of students to the history, experience and values of domestic physical education and sports.”
The Ministry of Education will exclude golf and cheerleading from physical education classes, as it believes that these disciplines do not correspond to the traditions, historical experience and moral and ethical standards of Russia.
If the order is approved, the new rules will enter into force on September 1, 2025.

Since September of last year, educational institutions have been holding classes called “Conversations about important matters”, in the framework of which students are told, in particular, about the importance of the war with Ukraine and the confrontation with the West. According to the calculations of the publication “Agentstvo”, in the new year teachers of Russian schools will spend an average of about 12% of their teaching time on propaganda.
