Many experts associate their hopes for long-awaited positive changes in education with Oksen Lisov. For the first time, the information that Lisovoy’s scientific work contains plagiarism was published on the page of the “Ukrainian movement of pacifists”. The organization is known for advocating “a peaceful end to the war and the right of every person to refuse military service.” Its founder is Ivano-Frankivsk journalist Ruslan Kotsaba, who is accused of treason. “The militarist and plagiarist Lisovyi cannot be the minister of education,” the statement of the “pacifists” reads. The page published an analysis of the abstract of Lisovoy’s dissertation “Sociocultural self-identification of the individual”, published in 2012, which contains borrowings without references with signs of copying certain phrases from the abstract of another dissertation. Later, information that Oksen Lisovoy’s scientific work is not unique appeared on the “Errors and falsifications in scientific research” resource. This site also contains publications about the academic dishonesty of the former Minister of Education Serhiy Shkarlet and former Deputy of the People’s Republic of Ukraine Ilya Kyva. The unknown author of the publication, Vasyl Sadovy, writes that Lisovoy’s dissertation coincides with two other works: the above-mentioned Y. Arabchuk and A. Zuyev. Zuyev’s article was fully included in Oksen Lisovoy’s dissertation, but the dissertationer inserted a link to it in only three places. “Proof of mindless copying of someone else’s text by Mr. Lisov, as usual, is an error in the text of Zuyev’s article – the letter “t” is omitted in the word “anthropocultural”, and the same thing is in the dissertation,” writes Vasyl Sadovy. The author also noted that in the text of Lisovoy’s dissertation, the Ukrainian “i” was replaced by the English “i”, which, in his opinion, is a standard way to “deceive the plagiarism detection program.” Vasyl Sadovy writes that he did not analyze the rest of Mr. Lisovoy’s dissertation. At the same time, scientist Iryna Yehorchenko says that she and her colleagues from the anti-plagiarism initiative “Dysergate” – the organization that recognized Serhiy Shkarlet as a “plagiarist” and “scumbag” – did not research Lisovoi’s scientific work and learned about his discovery from the Internet. According to her, such cases with the scientific director of Forestry Viktor Andrushchenko are not unique. Also, Iryna Yehorchenko has doubts that the work was written personally by Oksen Lisovyi. “The situation here is such that I have doubts that Lisovyi, like other dissertation students, wrote at all himself. He does not have a philosophical education, the dissertation was defended while working in a position, when there is no time to master a new specialty (Lisovyi was a director of the National Center “Small Academy of Sciences of Ukraine” since 2010 – editor). Mastering the specialty “philosophy” takes an extremely long time. It is incompatible with managerial work,” she is convinced. However, a member of the education committee of the Verkhovna Rada, Natalya Pipa, said in a BBC comment that there is one error in Lisovoy’s thesis, but it is not so large-scale that the author of the work should not be appointed to the post of minister. “One of his paragraphs looks like it was copied from a previous work. He had no other such cases. It was probably one mistake on his part. He admits this mistake. There was a lot of plagiarism in Scarlett’s works,” says Natalya Pipa. Experts consider plagiarism inadmissible in any form, but note that such situations are not unique and concern only the new minister. The head of the “Smart-education” NGO Halyna Tytysh approves the appointment of Lisovoy to the post of minister. “When I first heard about the possibility of this appointment a month ago, I was very depressed. I know few such strong, valuable, competent and courageous people. That’s why I wrote back to everyone who wrote in private questions about Oksen, “this is a wonderful candidate, wonderful.” I really hope that Oksen will be able to change our education and science for the better,” she believes.
