The law enforcement officers of the Lviv region stated that in 2024, they did not receive any appeals regarding alleged violence against pupils of one of the educational and rehabilitation centers.
Earlier, Dmytro Lubinets was an ombudsman statedthat the policemen allegedly ignored statements about the violation of the rights of the inmates of the institution for six months.
“The information about the lack of response by the police to statements and reports for six months does not correspond to the truth – because in 2024, the police of the Lviv Oblast did not receive any other appeals about illegal actions committed against pupils of the specified educational and rehabilitation center.”– reported in the police of Lviv region.
They claim that the last appeal to the institution was in 2023. Then the representative of the public organization complained about the illegal actions of the center’s management.
Law enforcement officers, together with the Department of Education and Science of the Lviv Regional State Administration, conducted an inspection at the educational and rehabilitation center. However, they it was not possible to discover the facts of the violationwhich were described in the application.
Currently, the investigation into the violent actions against the inmates of the institution based on the report of the ombudsman is ongoing – it “will be under the control of the police leadership of the Lviv region.”
We will remind, on September 28, the Commissioner for Human Rights, Dmytro Lubinets reported about the results of a monitoring visit to one of the educational and rehabilitation centers in the Lviv region.
Children who are in the institution testified that they regularly suffered from sexual, physical and psychological violence.
Pupils and graduates of the center claimed that the director of the institution committed sexual acts against the pupils, publicly humiliated them, threatened to beat them and put them in a psychiatric hospital for “bad behavior” or violation of the daily routine.
“To briefly summarize our observations during the monitoring visit, the children are in a state of stress, they are scared, they are under constant moral pressure from adults.
Children do not have an example of healthy communication with them from the staff. In the institution, the child’s interests and needs come last. Children’s basic needs are not taken care of at all”– the team of psychologists who worked with them assessed the condition of the pupils.
According to Dmytro Lubinets, for the past six months, children and others in their interests have turned to the National Police for help, but the law enforcement officers have not responded to their requests.
Instead, the director of the institution “showed off his impunity and the necessary connections.”
Law enforcement officers initiated criminal proceedings for sexual violence – part 3 of Article 153 of the Criminal Code of Ukraine.
