The question of revising what includes PMG – Lyashko is relevant

The Ministry of Health wants to review the list of free services within the Medical Guarantee Program.

This was stated by the Minister of Health Viktor Lyashko during a “round” table dedicated to the problems of private medicine in Kyiv, reports “Interfax-Ukraine“.

According to him, the Ministry of Health wants to single out the list of services that are not part of the Medical Guarantee Program.

“If you look at the law on financial guarantees and by-laws, the PMG seems to include everything. But if we open our eyes, come to medical institutions, we will see that this is not true. And we need to understand what exactly PMG does not include.

We understand that it is difficult to regulate the list of what is included in PMG, and we have taken it to another level: let’s regulate what is not included in PMG. Then we will have a proactive list of so-called paid services in the state, on which the next stage can be developed“, the minister explained.

Tariffs for free medical services, which are provided within the framework of the medical guarantee program, are unlikely to be financed by private investors in the near future, who would be able to cover part of their costs.

According to the minister, in the near future “it is unlikely that it will be possible to raise tariffs to such a level that it was interesting to everyone.”

“We withreturned, in particular, to economists so that they could model where there is a place for “private investment in the health care system”, Viktor Lyashko noted.

Among the topical issues is also the level of medicine in post-war Ukraine.

According to the minister, Ukraine should find an effective co-payment mechanism to provide access to quality medical services.

A co-payment is the part of the cost of the service that is paid by the patient or his insurance. Co-payment can work both in a communal hospital and in a private one.

“We understand the position of the WHO, they clearly say that co-payment is an improvement in the quality of medical care for those who can pay. If we look at the post-war economic situation in Ukraine, the number of poor categories of the population will increase many times, it is already increasing, because economically, we are sinking. But this does not mean that we should abandon co-payment, we should talk about it”– emphasized Viktor Lyashko.
