The registry of damage inflicted by Russia is planned to be launched in August

The register of damage caused to Ukraine by Russian aggression is planned to be launched in August of this year. Deputy Minister of Justice Iryna Mudraya told about this during the telethon, reports Ukrinform.

What is known

“So far we have moved from political declarations to legally binding documents. And actually the treaty that was signed in Reykjavík is a document that imposes certain obligations on the countries that are parties to such a treaty. 41 countries have joined the treaty, three more countries are at the stage of agreeing such accession with the EU. “Six countries, members of the Council of Europe, have not signed this agreement,” Mudraya said.

According to Mudroi, the procedure for creating the governing bodies of the signed agreement continues today.

“This is an international organization in which the secretariat will work, in fact, it is a working body that will be engaged in collecting information regarding evidence of the damage caused. There will be a board in this organization that will verify the collected evidence and include, in fact, applications and claims to the Register itself. There will be a higher body – a conference of the participants of the parties, which will consist of all the participants who joined the present agreement – there will be 44 countries and EC, which, in fact, will appoint the executive director and adopt the rules and procedures for the work of this register. We plan to make the registry fully operational starting in August. By this time, we will agree on all the necessary steps to create governing bodies and finance this organization,” the deputy minister explained.

She said that the six countries that did not sign the agreement on the creation of the Register are “the so-called friends of the Russian Federation – Armenia, Azerbaijan, Bosnia and Herzegovina, Hungary, Serbia and Turkey.”

“However, I want to say that three of these six countries actually supported the Resolution on reparations that was adopted by the UN General Assembly in November of last year, namely Bosnia and Herzegovina, Turkey and Hungary – they voted for the resolution. Therefore, we expect that after additional negotiations with these countries, they will still join the Register,” Mudraya said.

The Deputy Minister reminded that participation in the register is open.

“After signing the agreement for an indefinite period of time, any other countries that supported the Resolution may join this Register. And we will work with these countries. After all, let me remind you, these are 94 countries that supported this Resolution in November,” Mudraia added.

She also noted that the Register of Damages from Aggression of the Russian Federation will not award compensation, but will collect the evidence base: “The Register will collect information and will include, in fact, in the database of all persons who apply, and the evidence base. The next step, the second stage, is the creation of a compensation commission, which will have a mandate, will have the competence to consider all the information declared in the Register, to award sums and, accordingly, there will be a compensation fund, which will be the source of payment of the decisions of this compensation commission.”

Mudraya noted that these decisions will be made together with the international community, and not exclusively by Ukraine, “although Ukraine will play a rather large role there.”
