In the year when a young man turns 17, he must enter the primary military registration – registration of conscripts. That is, if the boy celebrated his 16th birthday in 2024, he must be registered in 2025 while he is not yet 17.

When and where can you register for military service?

On the record of conscripts are men aged 16 to 25 years. They are assigned to the conscription station and data about such young men are entered into the “Oberig” register. This is done in order to determine the number of people who can be called up for service in the future, and to have all the necessary information about them.

If a young man is assigned to a conscription station, it does not mean that he can be mobilized. By by lawthis cannot be done until the man reaches 25 years of age.

Registration to precincts passes annually from January to March. If the boy studies at school, then he should be notified there that he needs to be registered. Schoolchildren are registered with the TCC according to their place of study or residence. If the schoolboy fails to go to the military commissariat together with his classmates, he must do it on his own, but no later than the set deadline.

For breaking the rules, the young man or his parents will have to pay fine in the amount of 17-25.5 thousand hryvnias.

By law “About military duty and military service“, except for 16-year-old schoolchildren conscripts under the age of 25 must also be registered:

  • those who moved to a new place of residence in another city, town or village (especially from abroad);
  • those who received Ukrainian citizenship;
  • those who have finished serving their sentences in prison;
  • those who were expelled from military educational institutions;
  • those who have not completed basic military training.

What documents are required to register?

In order to be registered as conscripts, you need to bring your Ukrainian passport and identification code with you to the TCC. Next, you need to write an application for registration. Thereafter a personal file will be opened on the conscript and his data will be entered in the “Oberig” register.

Previously, the TCC immediately determined the degree of suitability of a young man, but according to the new experimental ones rulesit will be possible to register without a medical examination. The VLK will need to be passed when a man becomes conscripted at the age of 25 and will be subject to mobilization. Or earlier, if he wants to go to serve in the army voluntarily.

By by resolution No. 932, the data of men who will apply to the Migration Service to issue a Ukrainian or foreign passport will be “pulled up” to the “Oberig” register. The innovation also applies to those young people who apply for consular services abroad. They will also be registered in this way, and the TCC will receive the data of future conscripts through the “Trembita” system. What is a registered certificate?

After the schoolboy becomes a conscript, he will be issued first military registration document – a certificate of enrollment at the conscription station. During martial law, you need to carry it with you everywhere or download the app Reserve+ and have the document in electronic form.

A representative of the TCC, a police officer or a border guard may ask to show the registration certificate. In addition, it is needed in order to enter a university, get a job or cross the border.

They could not receive services that are basic – the same passport or certain certificates. What must the conscript do?

When a young man is registered, they usually tell him about his rights as a conscript and explain what rules he must now follow.

By by resolution Cabinet of Ministers, all conscripts, conscripts and reservists must:

  • after moving to a new place of residence (to another region, district, community), three days before departure, deregister at the previous place and register at the new place within seven days after arrival;
  • to come to the TCC and SP within the specified period, if they are served with a summons (for clarification of account data, passing of the VLK, mobilization order);
  • undergo a medical examination, if so decided by the military accounting commission, the commission for referral to basic military service or the military medical commission;
  • undergo training for military service, military service, perform military duty in the reserve or serve in the military reserve;
  • at least once every five years, check your personal data with the data available at the TCC and JV (in the “Oberig” register);
  • notify the TCC and the JV within seven days if any of the personal data in the register has changed;
  • if necessary, provide the TCC and SP with documents confirming the right to deferment from service during mobilization;
  • immediately notify the TCC and SP if they lose their military registration document.

Can schoolchildren and students travel abroad?

Before the young man turns 18, he can freely travel outside Ukraine. However, only with a registered certificate, if one already has one. By new rules, during departure, conscripts are not removed from the military registerand data about them remain in the “Oberig” register.

Those who were removed from the register before the innovations came into effect had to re-register by June 16. This was allowed to be done through a consulate in a foreign country or offered to come to Ukraine and register with the TCC in person.

Formerly adult men banned cross the border even to study in another country. But at the beginning of April, the Government adopted a decision according to which some students aged 18-22 will be able to participate in academic mobility programs during the semester as well study abroad.

Can they mobilize from the age of 18?

For the most part, men become conscripts from the age of 25. However, there are caseswhen a person can lose the status of a conscript earlier. For example:

1) after completing his military service (it was canceled during martial law);

2) after graduating from a military educational institution or military department, when he will receive a junior officer rank;

3) if due to her state of health, she was recognized as unfit for service in peacetime, but limitedly fit in wartime.

At the beginning of September, the Verkhovna Rada in the first reading adopted the draft lawwhich prohibits the mobilization of men of limited fitness between the ages of 18 and 25. However, it is still awaiting a second reading. To stop the mobilization of such people now, should issue special order. This order should also ensure that those who managed to be mobilized are not sent on assaults.
