The Ministry of Health has approved new requirements for organizing and conducting mandatory preventive medical examinations of employees of educational institutions. They will enter into force on October 1, 2024.

This was reported in the Educational Ombudsman Service.

According to the new requirements, employees of educational institutions must undergo a comprehensive medical examinationwhich will include laboratory and instrumental research, as well as consultations of specialist doctors.

Among the mandatory studies:

  • general analysis of blood and urine;
  • serological tests for infectious diseases;
  • research on hymenolepidosis and enterobiosis (analyses that detect the presence of eggs of parasitic helminths);
  • bacteriological research (for certain categories).

Examination by specialists will include:

  • examinations by a therapist or family doctor;
  • dermatovenerologist;
  • otolaryngologist;
  • dentist;
  • a psychiatrist

Instrumental examinations include measurement of blood pressure, electrocardiogram and fluorography (annually for risk groups associated with tuberculosis.

Annual fluorography for educators will become optional

Employees of educational institutions do not belong to the groups of increased risk of developing tuberculosis, therefore annual fluoroscopy is not mandatory for them.

However, in the presence of certain symptoms or criteria, they can be assigned to this group and required to undergo this examination annually.

Vaccination will become a mandatory condition for work

From October 1, 2024, an updated list of mandatory vaccinations for education workers will enter into force, according to which they will not be allowed to work without vaccination against certain infectious diseases.

The periodicity and list of vaccinations are determined by current legislation.

Psychiatric examinations will take place once every five years

According to the updated procedure, employees of educational institutions will be subject to psychiatric examinations once every five years (previously it was carried out annually). They will also undergo laboratory testing for the presence of psychoactive substances.

Employers have the right to request an emergency examination in case of suspected mental disorder.

Issues of remote work and medical examinations

In connection with numerous appeals from educators who work remotely, the Education Ombudsman Service appealed to the Ministry of Health with a proposal to postpone mandatory medical examinations for employees who do not have physical contact with children and other employees. The Ministry of Health has not yet given a concrete answer in this regard.

We previously reported that the Ministry of Health has made changes to the medical examination procedure for preschoolers and schoolchildren.
