Three members of the People’s Khural of Buryatia must hand over their foreign passports to their employer. They are obliged to do this according to the law adopted in the middle of 2023. They became the first to fall under the restriction, writes Sibir.Realii.

The right to leave Russia is limited to the Speaker of the Parliament, Vladimir Pavlov, and his two deputies, Tatiana Mantatova and Bair Garmaev. All of them represent “United Russia”.

According to the amendments adopted by the State Duma, Pavlov himself made the decision on the restriction. The chairman of the legislative body may demand to hand over the passports of deputies who possess top secret information or information of special importance.

It is not reported what the decision is about. It follows from the calculations of the Russian Service of the BBC and “Mediazon” that Buryatia is among the regions leading in terms of the number of killed military personnel who participated in the Russian invasion of Ukraine.

According to the number of deaths per 10,000 adult men, the region ranks second in the country after Tyva (36.7 and 48.6 deaths, respectively). For residents of these regions, the chance of dying in the war is 30-40 times higher than for residents of Moscow and St. Petersburg, the BBC notes.
