PACE supported the withdrawal of frozen assets of Russia in favor of Ukraine

The Parliamentary Assembly of the Council of Europe at its meeting on April 16 supported a resolution calling for the removal of frozen Russian assets and their use for the benefit of Ukraine.

In the PACE press service reportedthat the assembly unanimously adopted a resolution “calling for the transfer of frozen Russian state assets to a new fund for the reconstruction of Ukraine.”
Draft resolution PACE political committee passed at the end of January. At the time, it was reported that the document proposed the Council of Europe to lead the process of “removal of Russian state assets and their use for the reconstruction of Ukraine” and to create an international compensation mechanism under its auspices.
Such a mechanism would involve the creation of an international trust fund, to which frozen Russian assets from the member states of the Council of Europe and other states would be transferred.
It is also proposed to create an impartial and effective commission for consideration of claims, which would act according to generally recognized legal norms, in order to consider the applications of Ukraine and other subjects (natural and legal entities) affected by aggression.
The Committee calls on the member states of the Council of Europe and other states that have frozen Russian assets to actively cooperate in the matter of transferring these assets to this mechanism with the support of the EU, the USA and the countries of the “Group of Seven”.
The draft resolution became a component of the compensation mechanism, the idea of which was agreed upon at the summit of the Council of Europe in Reykjavík in the summer of 2023. As part of this idea, they have already established register of losses from Russian aggressionwhich started accepting applications April 2.
