In Russia, 33 administrative cases have already been opened for LGBT-related demonstrations. This was reported by “Vedomosti” with reference to the deputy from “United Russia” Alexander Khinshtein.

The protocols began to be issued in April 2023, Khinshtein clarified. Decisions have been made so far on three of them: the companies Peers.TV and “Tricolor Kino and TV” were fined one million rubles each, and the official of the latter – two hundred thousand rubles. Khinshtein refused to say what specific violations were identified.

Cases were also brought to other large Russian online cinemas and TV channels, including More.tv, Ivi, Start and TV-3 Russia.

According to the representative of Start, the protocol was drawn up for the company because of the incorrectly specified age limit in the film “Ideal Strangers” – “16+”. According to Russian legislation, any LGBT-related demonstration is prohibited among minors.

  • Since December 2022, the dissemination of positive information about homosexuality, bisexuality and transgenderism has been prohibited in Russia. Fines of up to 400,000 rubles for citizens and up to five million rubles for organizations are provided for this.
  • After the start of the war with Ukraine and the adoption of discriminatory amendments, 83% of surveyed LGBT+ representatives noticed an increase in homophobic and/or transphobic attitudes in Russian society. Also, LGBT people are less likely to turn to the police in case of discrimination and violence: they fear that they will face repeated discrimination.
