The State Duma Committee on Defense opposed the exemption from mobilization for doctors and candidates of sciences, as well as those who did not serve in the army. This was reported by the author of the initiative, deputy from the CPRF Mikhail Matveev.

Deputies considered that scientists who work in critically important industries can, if necessary, receive a deferment from mobilization.

“It turned out that there is no concept of “partial” mobilization in the law and it will not be, and the Ministry of Defense cannot limit itself for the future, and the time of mobilization means “military”. The terminology is not the same,” Matveev explained on social networks.

In addition, as the deputy reported, the State Duma’s defense committee rejected Matveev’s second draft law – on granting a deferment to those who did not serve in the army due to health or other reasons.

“During the decade before the SVO, Russia lost about 30,000 specialists with academic degrees (about 10%). With the beginning of the SVO, hundreds of thousands of citizens fled the country, including many scientists. And if we do not save those who remained in principle, the crisis in science and education in Russia will be irreversible,” Matveev believes.
