A draft law on a complete ban on sex change was submitted to the State Duma

The State Duma introduced a bill that introduces a “complete ban on surgical sex change.” Corresponding amendments are proposed to the laws “On Health Care” and “On Civil Status Acts”. According to the Telegram channel of the State Duma, about 400 deputies were the authors of the draft law.
According to the bill, surgical operations within the framework of transgender transition will be allowed only for “treatment of congenital physiological anomalies of sex formation in children.” For this, a corresponding decision of the medical commission of the state health care institution will be necessary.
The bill also proposes to prohibit changing the gender marker in official documents. Now this is possible by providing a document on gender change issued by a medical organization.
In the explanatory note, it is stated that in the period from 2016 to 2022, 2,990 people applied for replacement of passports on the basis of gender change. The authors of the bill also claim that a certificate of transsexuality and gender change can be obtained “without any obstacles” in many private clinics throughout Russia.
“Why is this being done? We are preserving Russia for our descendants – with its cultural and family values, traditional foundations, putting a barrier on the way to the penetration of Western anti-family ideology,” said deputy Petr Tolstoy, one of the authors of the document.
- In Russia, the dissemination of positive information about homosexuality, bisexuality and transgenderism is already prohibited. Fines of up to 400,000 rubles for citizens and up to five million rubles for organizations are provided for this.

At the same time, LGBT people are less likely to turn to the police in case of discrimination and violence: they fear that they will face repeated discrimination.
