The State Duma introduced a draft law on punishing foreigners for carrying out illegal investigative activities and investigative actions on criminal cases initiated abroad on the territory of Russia. This was reported by the head of the State Duma committee on security and anti-corruption, Vasyl Pyskarev. The bill concerns officials of foreign states and international organizations in which Russia does not participate.
As Pyskarev explained, illegal investigative actions mean collection of evidence, face-to-face or remote interrogations of Russian citizens, as well as “obtaining samples from them for examinations, for example, fingerprints, genetic material, and attempts to “lure Russians for subsequent arrest abroad” These actions represent a threat to the security of Russia and its citizens, “therefore, they should be criminally punishable.” According to Pyskarev, the initiative is aimed at protecting Russia’s sovereignty and is designed to protect citizens “from provocations by the special services of unfriendly states.”
Deputies suggest punishing illegal investigative actions with a fine of up to two million rubles or imprisonment for up to five years.
