A third of Ukraine’s budget goes to pay the military – Ministry of Finance

The maintenance of military personnel was the largest item of expenditures of the general fund of the state budget and amounted to almost UAH 520 billion in seven months of the year – or a third of all expenditures during this time

In total, for January-July of this year, expenditures of the general fund of the state budget amounted to UAH 1.64 trillion, of which in July – UAH 231.8 billion.
The largest expenditure item (40.8% of the total volume) was wages with accruals – UAH 669.9 billion was spent on it. Moreover, 518.8 billion hryvnias were allocated to the maintenance of military personnel. In July, a total of UAH 100.5 billion was allocated to wages, of which UAH 76.9 billion was allocated to the military.
The second largest item is payment for the use of goods and services (24.8% of the total amount of expenses) – UAH 406.3 billion was allocated to it, in particular UAH 65.3 billion in July.
More than half of this amount also goes to the Armed Forces: UAH 276.9 billion was spent on the purchase of military equipment, weapons, ammunition, personal protective equipment, fuel, food, etc. Another UAH 78.6 billion was transferred by the National Health Service to the program of state guarantees of medical care for the population.
The third item in terms of volume was social security (pensions, scholarships, etc.) – UAH 304.6 billion. Of these, UAH 159 billion was transferred to the Pension Fund to ensure the payment of pensions, UAH 105.5 billion – for payment by the Ministry of Social Policy for social protection and support of the population.
Also among the largest items are transfers to local budgets (5.6% of all expenditures, or UAH 92.3 billion) and servicing of the state debt (7.8% of expenditures, or UAH 128.1 billion).

Currently, the annual expenditures of the general fund of the state budget are forecast at the level of 2.8 trillion UAH, and revenues – 1.4 trillion UAH. The difference is filled by international aid from Ukrainian partners. Ukraine can spend only its own funds on defense measures, that is, in fact – collected taxes.
Military personnel are paid a cash allowance (similar to a salary) and monthly allowances established for the period of martial law (30,000 UAH, 50,000 UAH or 100,000 UAH).
In August, the government changed the order payments and the amount of additional remuneration for servicemen: they were refunded additional payments of UAH 30,000, payments were provided for wounded soldiers, as well as instructors, cadets and conscripts. Regarding the payment of additional remuneration, the changes will apply from June 1, 2023.
