Adoption of the draft law on banning gender transition

The draft law on the prohibition of sex change, which is not connected with the treatment of congenital physical anomalies, can be sent by the State Duma for additional approval to relevant departments. This is reported by Kommersant newspaper. On the eve of the second reading of the document in parliament, lawyers and doctors working with transgender people wrote a critical review of the project.
The deadline for submission of amendments to the draft law prohibiting gender reassignment that is not related to the treatment of congenital physical anomalies expires on Wednesday. Deputies unanimously adopted it in the first reading in mid-June, and the second reading will take place in the coming days. However, as a source familiar with the situation told the Kommersant correspondent, there were enough disagreements during the discussion of the document so that at the meeting of the State Duma Council on June 28, it was decided to send the project to relevant departments for approval.
On June 23, a round table was held at the site of the Independent Psychiatric Association, where the preparation of the recall of the “transphobic” draft law was discussed.
Human rights activists say that the document is “aimed at discrimination and denial of access to medical care for people with a medical diagnosis of transsexualism.”
In their opinion, the draft law violates the right to life enshrined in the Universal Declaration of Human Rights (Article 3), the International Covenant on Civil and Political Rights (Article 6, Russia is a state party to the Covenant), the Constitution of the Russian Federation; violates the right to the highest attainable level of health and receiving medical care, the right not to be discriminated against and “establishes a mandatory system of views – ideology”.
Lyubov Vinogradova, the executive director of the Independent Psychiatric Association of Russia, said that the psychiatric association will send a letter to the Ministry of Health against the “humanitarian bill.”
