The amount of fines for non-use of cash registers by entrepreneurs, starting from 2021, already reaches more than 2 billion hryvnias, and most of this amount falls on the first year of the great war.

Thus, despite the fact that the number of inspections decreased during the Great War, as well as the number of imposed fines, the amount of fines for non-use of PRRO/PRO increased many times.

In 2022, the number of inspections decreased by 17% – from an average of 2,230 inspections per month to 1,860. The number of imposed fines decreased from 30,000 in 2021 to 23,000 in 2022.

At the same time, if in 2021 tax officials imposed fines in the amount of 540.8 million hryvnias based on the results of inspections, then in 2022 this amount has already reached 1.349 billion hryvnias.

This increase in the total amount is due to the fact that from January 1, 2022, the amount of fines increased 10 times: for example, for the first detected violation, instead of 10% of the check, the fine was 100%, for the second – instead of 50% of the check, the fine was 150% .

It is also worth noting that most of the amount of fines for PRRO/PRO last year was imposed in October. The total amount of sanctions for October – UAH 754.5 million – is more than for the whole of 2021.

However, in 2023, these indicators have a chance to exceed the results of inspections in the first year of the war.

First, since the beginning of the year, the number of inspections per month has already increased by as much as 6% compared to 2022.

Secondly, from July 1, they plan to cancel the moratorium on documentary checks for businesses that do not work with excise goods.

At the same time, a quarter of entrepreneurs still do not have cash registers. According to Opendatabot, currently only 76% of businesses have moved to fiscalization of sales.

In general, as summarized in Opendatabot, from the beginning of 2021, when the law on cash registers officially entered into force, until May 2023, 54,900 checks were carried out, as a result of which 59,700 fines were imposed for a total amount of UAH 2 billion.

More than 3.3 million sole proprietorships and companies are registered in Ukraine, more than 340,000 of them work under the simplified taxation system.

The Law on Mandatory Cash Registers (RRO/PRRO) for FOPs entered into force on January 1, 2021. However, due to numerous protests and the corona crisis, the Verkhovna Rada extended the transition period for entrepreneurs by a year. At the beginning of the full-scale invasion, the state, in order to preserve business, forbade entrepreneurs to be fined for not using the PRRO/PRO, except in cases related to excise goods.

In case of detection of violations, sanctions are applied for each individual check.

As early as July 2023, the moratorium on conducting inspections can be canceled – if the Verkhovna Rada adopts draft law No. 8401.
