Azerbaijan and Armenia confirmed their intention to sign a peace treaty

The administration of the President of Azerbaijan Ilham Aliyev and the office of the Prime Minister of Armenia Nikol Pashinyan issued a joint statement in which they confirmed the intention to “conclude a peace treaty based on respect for the principles of sovereignty and territorial integrity.”
The text states that the parties “reached an agreement on significant steps to strengthen trust between the two states.” The parties also agreed on the exchange of prisoners: “Guided by humanitarian values and as a sign of goodwill, Azerbaijan releases 32 Armenian servicemen. For its part, Armenia, guided by humanitarian values and as a sign of goodwill, releases two Azerbaijani servicemen.”
In addition, Armenia supported Azerbaijan’s application to hold the 29th session of the UN Conference (COP) on climate change and withdrew its candidacy, and Azerbaijan, in turn, “expressed support for Armenia’s candidacy for membership in the Bureau of the East European Group of the COP”.
- Relations between Azerbaijan and Armenia are considered one of the most irreconcilable in the modern world due to the conflict over Nagorno-Karabakh, which under international law belongs to Azerbaijan, but which has been controlled by Armenian forces since the beginning of the 1990s, after military operations. In September 2023, the Azerbaijani army launched another military operation in the region, which ended with the complete capture of the territory, the surrender of the self-proclaimed authorities of Nagorno-Karabakh on Baku’s terms, and the departure of almost the entire Armenian population from the region. On September 28, the head of the unrecognized Nagorno-Karabakh, Samvel Shakhramanyan, signed a decree terminating the existence of the republic from January 1, 2024. At the same time, Armenia filed a lawsuit against Azerbaijan in the UN International Court of Justice on the basis of the Convention on the Elimination of All Forms of Racial Discrimination. Yerevan has also repeatedly expressed fears that Baku will not stop military operations on the territory of Karabakh.
