The Verkhovna Rada registered draft law No. 8399 on increasing state budget expenditures by UAH 5.5 billion. This was reported by the head of the Committee of the Russian Federation on budget issues, Roksolana Podlas, on Facebook.

What do you propose to change?

According to her, the document proposes to allocate funds to the Ministry of Reconstruction, transfer to it the managers and budget programs of the Ministry of Regions and the Ministry of Infrastructure, as well as transfer the Fund for the Liquidation of Consequences of Armed Aggression (52.5 billion UAH) from the Ministry of Finance to the Ministry of Reconstruction.

In addition, the draft law provides for an increase in budget expenditures by 5.5 billion, namely:

  • UAH 1.35 billion — a new budget program for the reconstruction and/or modernization of three hospitals (Okhmatdet, a university clinic in Kyiv and a rehabilitation center in Lviv) — at the expense of a loan from the Austrian government,
  • UAH 1.12 billion — for the bridge restoration program (credit of the British government),
  • UAH 1.28 billion — for grants for small and micro-businesses in the field of processing (due to the return of funds from the Unemployment Fund to the state budget).
  • UAH 1.094 billion — for the construction of checkpoints (loan from the Polish government),
  • UAH 365.7 million — the Fund for the Partial Guarantee of Credit in Agriculture (grant from the World Bank),
  • UAH 285 million — for the purchase of drones for monitoring the state border (loan from the Polish government),
  • UAH 80 million for the purchase of special equipment for hospitals (a grant from the Government of Japan).

As Podlasaya emphasized, all credit and grant agreements have already been signed, agreed and partially allocated, which means that it is only about their distribution, and not about increasing the debt burden.
