More than 70 current and former deputies from the regions of Russia signed an open letter to President Vladimir Putin, the Prosecutor General’s Office and the Human Rights Council with a request to provide medical assistance to former Moscow municipal deputy Alexei Horinov.

Horinov is serving a prison term for the article about the so-called fakes about the Russian army. He is in correctional colony No. 2 in the Vladimir region. The employees of the institution took medicine from Horynov upon his return after treatment, and also sent him to clean the snow. At the same time, it is known that the prisoner has a chronic lung disease, and in 2016 he underwent an operation to remove part of a lung.

Last week, Horynov’s lawyer, after visiting the convict in the colony, reported a sharp deterioration in his client’s health. Horynov’s skin is blue, he has no strength, sits on a chair, talks, the defender said. He cited the words of Horynov himself that he has a fever, constant chills, it is difficult for him to breathe and it is very cold in the premises of the colony.

“In the created conditions, the seriously ill Horinov is actually on the brink of life and death,” wrote the authors of the letter to Putin. They are asking to urgently intervene in the situation and give instructions to provide medical assistance to Horinov, hospitalizing him in a civilian hospital. Regional deputies also demand to conduct a public and public review of the legality of the actions of the authorities and to punish the guilty.

Earlier, a group of Russian doctors published an open letter to President Vladimir Putin with a request to provide Alexey Horinov with the necessary medical assistance.

The authors of the letter indicated a violation of Article 41 of the Russian Constitution, which states that every citizen has the right to health care and medical care.

  • Alexey Horinov is the first person convicted of the article about “fakes” about the Russian army, which appeared in the country’s Criminal Code shortly after the full-scale Russian invasion of Ukraine. He received seven years in prison for the fact that, during a meeting of the council of municipal deputies, he proposed to announce a minute of silence in memory of the victims of military aggression in Ukraine.
  • In October, it became known that another criminal case was initiated against Horynov – on the article about the justification of terrorism.
