The official post-war recovery plan for Ukraine is based on the assumption that Ukraine will be able to receive hundreds of billions of dollars of confiscated Russian assets, will be able to receive them unconditionally, and this money will go directly to the Ukrainian budget.
This plan is a desirable vision of the future, however, it may turn out to be far from the actual development of events. What do Western officials say about post-war recovery? How can the situation with reconstruction financing develop? What recovery challenges do you need to prepare for?
