From August 1, right-hand drive cars may appear on the roads of Ukraine

From August 1, Law No. 3164-IX on Amendments to the Law “On Road Traffic” will enter into force, which allows military personnel to use right-hand drive vehicles in traffic during the period of martial law.
Law was officially published in the newspaper “Voice of Ukraine” on July 7, 2023 and, according to the final provisions, enters into force one month after its publication.
The law will be in effect during the period of martial law in Ukraine, as well as within 90 days from the day of its termination or cancellation.
Vehicles with a right-hand steering wheel will be able to use:
- military units and units of the Armed Forces of Ukraine, other military formations formed in accordance with the laws of Ukraine,
- Security Service,
- State Service for Special Communications and Information Protection,
- National Guard,
- State border service,
- Department of State Security,
- State special transport service,
- Ministry of Internal Affairs,
- National Police,
- Operational and rescue service of civil protection.
Such cars can come as:
- humanitarian help,
- charity,
- international technical assistance,
- and/or under interstate agreements on other terms.
All cars with right-hand drive are subject to departmental registration in the Unified State Register of Vehicles.
“The Defense Forces of Ukraine have an urgent need for vehicles capable of overcoming off-road conditions, as well as having high cross-country ability and good maneuverability. These are, in particular, pickup trucks, SUVs, minibuses, and various special vehicles. A large number of vehicles with the appropriate technical characteristics can be purchased in Great Britain, but due to the left-hand traffic in this country, they have a right-hand drive,” says the explanatory note to the corresponding bill.

Currently, the prohibition of right-hand drive is laid down in the Law of Ukraine “On Road Traffic”. According to Part 5 of Article 29 of the Law of Ukraine “On Road Traffic”, vehicles with a right-hand drive are not allowed to drive.
