According to the estimate given in the document, annual expenditures under the article “National Defense” will amount to 9.7 trillion rubles, or 33.4% of all state expenditures. At the same time, 17.1% is provided for in the approved budget plan.

Thus, in 2023, the share of budget spending on military needs will be the highest since 2011, writes Reuters. Previously, they accounted for 14% to 23% of the Russian budget.

According to the document, in the first half of 2023, Russia spent almost 5.6 trillion rubles on military needs – 12% more than originally planned. This is more than a third of all state expenditures for six months.

Reuters links the increase in Russia’s military spending with its attack on Ukraine. The Agency believes that the continuation of the war may lead to an increase in the budget deficit of Russia, which at the beginning of July amounted to 2.6 trillion rubles.

The Russian government and the Ministry of Finance did not respond to Reuters’ request for comment. In June 2023, the Russian authorities hid actual expenditures of the country’s budget.
