The regional court in Priangaria found five FSIN employees guilty of organizing the torture of prisoner Kezhyk Ondar. They were sentenced to terms of four to five years in the colony under the article on abuse of power, which entailed grave consequences. This was reported by the human rights activist Dmytro Dmitriev to Sibir.Realia editorial office.

The process was closed due to “state secrets”. The former head of the operational department of SIZO-1 Maksym Wolff was sentenced to five years of imprisonment, the senior operational officer Andrey Melentiev, the junior inspector of the duty group Maksym Danchynov, the duty assistant of the head of the detention center Evgeny Shadaev, and the FSIN employee Andrey Moskvytin were sentenced to four years. The court decided that it was Wolf who approved the transfer of Ondar to the “press house”, where he was raped. For this, he was given the longest term.

“We will appeal. A lenient sentence,” said lawyer Dmitriev.

In May, the prisoners who beat and raped other prisoners who were taken out of IK-15 in Angarsk after the protest, including Kezhyk Ondar, were found guilty on charges of sexual violence, knowingly putting a second person at risk of HIV infection, and intentionally causing grievous bodily harm harm to health. Two of them – Kurbatov and Gagarin – were sentenced to 11 years of strict regime, the rest – Slavgorodskyi, Nepomnyashchi and Olennikov – 10 years each, Sibir.Realii’s lawyer Dmitry Dmitriev told the editors of Sibir.Realii.

In September 2022, Kezhik Ondar was released from correctional colony No. 33 in Khakassia. At the end of December 2020, it became known that a Tuva prisoner, who was serving time in the Hangar IK-15 prison, was tortured with a kettle. The prisoner was diagnosed with a ruptured rectum.

According to the victim, with the help of torture in SIZO-1, he was forced to sign a confession of participation in an allegedly organized riot of prisoners in IK-15 Angarsk in April 2020.

  • A spontaneous protest in IK-15 of Angarsk took place in April 2020. In total, about 300 people were injured. The body of one dead prisoner was found under the rubble after a fire in the colony. In addition, the death of a prisoner in Voronezh was reported, who suffered a spinal fracture during the riots in the Angarsk colony, and was later transferred to Voronezh. FSIN denied these data.
  • After the riot, many prisoners were taken to other colonies in the region and to SIZO-1. There, according to their statements, confessions in the organization of the rebellion were “beaten out” of them by torture and torture.
