In Klimovsk, where the cartridge factory is located, people have been without heat for three days

On Saturday, a state of emergency was introduced in the Klimovsk microdistrict of Podolsk, near Moscow, due to the fact that “in multi-apartment buildings there has been no heating for a long time”, while the outdoor air temperature has dropped below minus 20 degrees in recent days.

The introduction of a state of emergency of a local nature was announced by the head of Podolsk Hryhory Artamonov. At the same time, the vice-governor of the Moscow Region, Yevgeny Khromushyn, said that the situation with the heat supply, which occurred in Podolsk, was hidden from the regional authorities for 24 hours.

At the same time, problems with heat supply in Klimovsk began on January 4, when more than 170 apartment buildings and a hospital were left without heating and hot water due to a rupture of the heat main, – writes “Meduza”. Later, the light also went out in some houses. Judging by the messages on social networks, even on the morning of January 6, there was no heat in many houses in the neighborhood, and in some there was no light. A spontaneous protest was even held on the square in Klimovsk on January 5. Residents complained that the temperature in their apartments dropped to 10 degrees.

Repair work is underway, Artamonov regularly reports in a telegram about the connection of heat in certain houses. The full liquidation of the consequences of the accident has not yet been reported.

As “Meduza” notes, since the beginning of the year, the governor of the Moscow region, Andrey Vorobyev, has not reported any communal accidents on his social networks. As a result, comments about the accident began to appear under his posts devoted to other topics.

The Yuri Andropov cartridge factory is located in Klimovsk – it is one of the largest cartridge production enterprises in Russia. The authorities of the Moscow region attributed the problems to the fact that Klimovsk is “heated by one departmental boiler room of the local cartridge factory”. According to Khromushin, “the facility is regulated, so from the point of view of preparation for winter, we cannot control it.” The official said that representatives of the authorities learned about the problems that had arisen only from social networks, where citizens began to complain en masse. At the same time, according to him, the authorities were in the dark for almost a day. The official did not say about the specific culprits. The causes of the accident are not reported, there are no hints that it could have been sabotage.

The cartridge plant is under US sanctions. In previous years, criminal cases were initiated against its former owners and managers, and they were wanted. One of the directors of the plant disappeared without a trace, and the owner at the time was a citizen of Mexico, Jorge Portilla-Sumin, who was called a criminal authority and who was on trial for murder. The so-called patriotic bloggers already after the start of the war in Ukraine accused the management of the plant of embezzlement. It has changed many times. Now the director of the plant is Igor Leonidovych Kushnikov. This is the full namesake of the former FSB colonel, who in the early 2000s was accused of having ties to the Golyanovsk criminal group. He was found guilty, but released from punishment due to the expiration of the statute of limitations.
