In Russia, amendments were made to the law “On Martial Law”, which, among other things, provide for the holding of elections in the annexed territories. Voting can be held after consultations with the Central Election Commission, the Ministry of Defense and the FSB. The corresponding document was signed by President Vladimir Putin.
It will be possible to hold elections both in the entire territory where martial law has been imposed, and only in its parts.
In addition, the law enshrines the right of the authorities to deport residents from the territory where martial law has been imposed to regions where such a state has not been established.
The updated law also allows detention for 30 days for violation of prohibitions and restrictions introduced by the President of Russia in territories under martial law.
- As of the end of May, martial law was introduced by the Russian authorities in the territories of Donetsk and Luhansk, Zaporozhye and Kherson regions. Russian President Vladimir Putin announced the annexation of these regions in September last year, but Moscow controls only part of the territories. Kyiv and the Western countries announced in advance that they would not recognize the annexation under any circumstances.
