In the part of the Kherson region under the control of Russian troops, the head of the regional pre-trial detention center, Sergey Moskalenko, was killed. He cooperated with the authorities appointed by Russia. His car was blown up by unknown people. The Main Directorate of Intelligence of Ukraine believes that torture was practiced in the SIZO under the leadership of Moskalenko.
The Investigative Committee of Russia opened a criminal case on the fact of Moskalenko’s murder. Earlier, in September last year, the Kherson regional prosecutor’s office on behalf of the Ukrainian authorities also opened a case against Moskalenko on suspicion of collaborationism.
Ukrainian mass media call Moskalenko the “organizer of torture”. According to their information, 44-year-old Moskalenko was a resident of Novaya Kakhovka and the owner of a local security company. After the arrival of the Russian troops, he went to cooperate with them and received the position of head of the pre-trial detention center. In it, according to the GUR, captured Ukrainian servicemen and civilians who were suspected of collaborating with them were subjected to torture.
- In the occupied parts of Ukraine, attempts are often made on officials who cooperate with the authorities appointed by Russia. On March 19, as a result of a car explosion, the platoon commander of the patrol-post service of the Novokakhov city department of the Ministry of Internal Affairs, who cooperated with the Russian authorities, was killed.
- A week before that, there was an attempt on the deputy head of the pro-Russian administration Vitaly Guru in Nova Kakhovka. He died of bullet wounds.
