Montenegro closed the program for issuing “golden passports”

The citizenship-for-investment program has ended in Montenegro. The delegation of the country’s government informed the European Commission about this.

According to the message, the program officially ceased to operate on December 31, 2022. The document also notes that the program had “special importance” for the economic interests of Montenegro, but the country took into account the warnings of the European Commission about possible risks.

In October 2021, the Montenegrin authorities published a document containing 166 positive decisions on granting citizenship of this country in exchange for investment. Most of the recipients of the so-called “golden passports” turned out to be Russians.

Among those who received the “golden passport” of Montenegro, the namesakes of the former head of Rostourism Oleg Safonov, general director of “Avito” Vladimir Pravdyvy, partner of billionaire Roman Abramovich Andrey Horodilov, former head of the commercial bank “Lada-Credit” Sergey Balagansky were indicated.

  • The “golden passport” program was launched in Montenegro in 2019. Citizenship of the country was granted for the purchase of real estate worth 450 thousand euros in the south of the country and in the capital. It was also required to make a charitable contribution in the amount of 100 thousand euros.
