The former head of the Russian Bureau of Interpol, retired Major General of the Militia Vladimir Ovchinsky said on federal television that the brains of the perpetrators of the terrorist attack in the concert hall “Crocus City Hall” could have been implanted with chips.

The Moscow Times drew attention to the airing of the program “Time will tell” on the First channel of Russian television, where this statement was made.

“The performers’ consciousness was turned off. Most likely, psychotropic substances, neuropsychological programming were used in the complex, and perhaps chips were inserted, since now neurobiology allows you to control a person,” said Ovchinsky, whose statement was not disputed by anyone present in the studio.

“Podyom” publication, in turn, cites the comment of talk show host Anatoly Kuzychev: he stated that “not random people, always with serious competence and reputation” get on the air.

The chipping of people and the alleged possibility to control their consciousness with the help of chips is a popular plot of various conspiracy theories.

The Russian investigation has not yet officially announced the customers and organizers of the attack, however, it was confirmed that the suspects had contacts with some Ukrainian nationalists. Four perpetrators and five of their accomplices, most of them citizens of Tajikistan, have been arrested in connection with the terrorist attack, according to investigative authorities. The alleged perpetrators allegedly faced severe torture during detention and interrogation.
  • A number of high-ranking Russian officials, including Secretary of the Security Council Mykola Patrushev, claim that the Ukrainian authorities are behind the organization of the terrorist attack, without providing any evidence. President Vladimir Putin also spoke about Ukraine’s possible involvement. Kyiv categorically rejects all accusations.
