The Social Insurance Administration of Poland ZUS issued an official clarification after information spread on social networks that it is easy for citizens of Ukraine to issue a Polish pension. This is reported by yavp.pl.

Are Ukrainians entitled to a Polish pension?

The rules for issuing pensions to foreigners in Poland have not changed in recent years. In order to count on a pension, Ukrainians, like other foreigners in Poland, will need to pay contributions and deductions to the relevant state funds.

The department called the opinion that there is a simplified procedure for obtaining Polish benefits for Ukrainian citizens a mistake. The Social Insurance Administration also reminded of the bilateral agreement on social security that has been in effect between the countries since 2012, which protects people with employment experience in both countries.

“When determining the right to a pension due to age, work in another state is also taken into account. However, this does not mean that the Social Insurance Fund finances the pensions of Ukrainian citizens for the period of family work,” the message says.

It is noted that each country makes payments taking into account the duration of insurance periods in each country. This is a standard practice for EU countries, which is also used when drawing up a pension for Poles living or working abroad.

How many years do you have to work in Poland to receive a pension?

Conditions for receiving a Polish pension:

  • age: women — 60 years, men — 65;
  • payment of deductions and contributions in Poland;
  • legal employment.

For persons older than 75 years, that is, those born before January 1, 1949, experience is required – at least 20 years for women and 25 years for men. Without documents confirming this fact, when applying for a pension, the length of service will be indicated: 15 years for women and 20 years for men.

But after a few months of work, accrual of only a symbolic pension is provided.

How to get the minimum pension in Poland and additional payment

If the total amount of the pension paid by the Ukrainian and Polish parties is lower than the minimum established, it is possible to receive a supplement.

So, if a retired person receives 2,700 UAH (300 PLN) in Ukraine and 100 PLN (890 UAH) in Poland, then the Polish social security service ZUS will supplement the missing amount.

A pensioner can still count on a minimum of PLN 1,588.44 (or UAH 14,133). That is, the surcharge in hryvnias will be 10,574.

But there are certain criteria and conditions to receive a pension supplement in Poland:

  • the right to receive a Polish pension for foreigners;
  • permanent residence in the country;
  • legal stay in the country on the basis of a document issued by the service for foreign affairs, or on the basis of an entry in the register of the Polish Border Service.

As of 2023, 1,170 Ukrainian citizens receive supplements to the minimum pension in Poland, last year there were 1,205 of them. In case of official employment, the supplement for pensioners is lost, and if the pensioner moves to another country, then there is no need to count on supplements to the Polish pension.
