Russian President Vladimir Putin on Friday signed a decree “On some issues of improving the system of higher education”. The document is published on the official portal of legal information. According to the decree, starting in 2023, a pilot project on the reform of university education will be launched. The system will consist of three levels: basic higher education, then specialized and postgraduate studies.

“Basic higher education” should take from four to six years, specialized – from one to three years. At the level of specialized higher education, master’s degree, residency and assistantship-internship programs will be offered.

The pilot project will be conducted in six Russian universities: MAI, MYSyS, MPSU, Baltic Federal University, Petersburg Mining University and Tomsk State University.

  • In 2003, Russian universities switched to the so-called Bologna system, which involves a bachelor’s degree (4 years) and a master’s degree (2 years). This system is also adopted in 45 countries of the world. In the spring of 2022, Russia withdrew from the Bologna process. In his message to the Federal Assembly, Vladimir Putin spoke of a return to the “traditional for Russia basic training of specialists with higher education” with “all the best from the Soviet system.”
