Putin denounced the Council of Europe convention on the protection of national minorities

The President of Russia signed the law on the denunciation of the Convention of the Council of Europe on the protection of the rights of national minorities. The document was initiated by Vladimir Putin on September 29. The reason for the refusal was the discriminatory attitude towards Russia within the framework of the accepted convention.
The State Duma denounced the convention on October 10. In an explanatory note, the deputies indicated that the Committee of Ministers of the Council of Europe in September of last year adopted a resolution that significantly limited the powers of the Russian expert in the Advisory Committee created to monitor the fulfillment of obligations for the protection of national minorities.
In addition, against the background of Russia’s war against Ukraine, Moscow has retained the right to monitor at the international level cases of violations of the rights of ethnic minorities, including the Russian-speaking population abroad.
Russia joined the convention in 1996. The document is designed to protect national minorities from discrimination, promotes the preservation of culture, religion and traditions, and also provides for the right to free language use.
On March 16, 2022, Russia was expelled from the Council of Europe after 26 years of its membership. The day before that, the Parliamentary Assembly unanimously voted to exclude Russia.
In February 2023, the State Duma passed a law on the termination of 21 treaties with the Council of Europe, including the Convention on Human Rights, in relation to Russia.
