Putin instructed to enroll in the military without appearing at the military enlistment office

The President of Russia, Vladimir Putin, instructed the Ministry of Defense to conduct the autumn conscription of 2024 through the unified register of conscripts, as well as to ensure registration for military registration without personal attendance at the military enlistment office and to generate electronic summonses. This is stated in the president’s order published on the Kremlin’s website.

The president appointed Minister of Defense Sergei Shoigu and Head of the Ministry of Digital Affairs Maksut Shadaev to be responsible for the issue of the unified register and electronic subpoenas.

It is reported that they must submit reports on the results of the assignment on January 15. Regarding the implementation of the unified register – until November 1, 2024.

• On April 11, the State Duma of Russia adopted amendments to the draft law regulating the procedure for conscription for military service in Russia and forming a single register of military records. On April 14, Russian President Vladimir Putin signed the law.
• The unified electronic register will contain personal data of conscripts, including place of residence and military accounting specialty. Information will be automatically supplied to the database from adjacent state resources.

• These same amendments legalize electronic subpoenas. They will be sent to personal offices at “State Services”. In addition, the amendments prohibit “citizens subject to military service” from leaving Russia from the moment of receipt of the summons and before reporting to the military enlistment office.
• This innovation caused serious anxiety among Russians who are subject to conscription or are recognized as military servicemen. According to the law adopted by the State Duma, the summons will be considered delivered from the moment it appears in the electronic register of summonses or sent to “State Services”, regardless of whether the addressee has read it. From this moment on, administrative responsibility for non-appearance may arise. It was previously assumed that the electronic register could be operational by the end of 2023.
