Russian President Vladimir Putin signed a decree on Wednesday, which states that the World Youth Festival will be held in Moscow in February and March 2024.
The decree instructed the Russian government to develop measures for the preparation and implementation of the event within three months, as well as to determine sources of funding. Several items in the decree are for official use.
By the same decree, Putin approved the composition of the organizing committee for the preparation of the festival. It was headed by the first deputy head of the presidential administration, Sergey Kyryenko. The committee included several vice prime ministers and assistants to the president, heads of large state mass media and corporations, ministers, governors, and deputies.
Since 1947, the pro-Soviet World Federation of Democratic Youth (WFDM) has held festivals of youth and students in different countries of the world, mainly in the Soviet sphere of influence. The holding of such a festival in Moscow in 1957 became one of the symbols of the thaw in the USSR – for the first time in a long time, many foreigners came to the country. Another festival was held in 1985. Festivals were held even after the collapse of the USSR, although irregularly. The last of them took place in Russia in 2017 and practically did not attract the attention of the press and society.
One of the symbols of the festivals was the dove of peace, they also performed the “Hymn of the Democratic Youth of the World” based on the poems of Lev Oshanin with the words: “Children of different nations, we live in the dream of peace… Everyone who is honest, stand with us against the fire of war “.
In Putin’s decree, however, there is no mention of VFDM (this leftist organization still exists) and traditional festivals. It follows from the document that this is an event that will be organized entirely under the auspices of the Russian authorities.
