Republicans are developing a bill on aid to Ukraine

Speaker of the House of Representatives of the US Congress Mike Johnson and representatives of a number of committees are developing their own bill on aid to Ukraine. This is reported by NBC News with reference to sources.
The authors of the draft law hope that the proposal will be able to pass the Congress, “without repelling conservatives who oppose further financing” of Ukraine. NBC’s interlocutors said that the plan is at a preliminary stage and is far from being fully implemented.
It is proposed to treat part of the non-military assistance as a loan. Russian assets confiscated as a result of sanctions can be used as collateral for loans to Ukraine. The plan may also include a “generous repayment system” for debt.
As NBC writes, this proposal is aimed at alleviating the concerns of conservatives in the US House of Representatives, who criticized the allocation of multibillion-dollar aid to Ukraine and are not ready to support further aid allocation without a long-term plan for Ukraine’s victory.
Chairman of the US House of Representatives Committee on Foreign Affairs, Michael McCaul, said that this proposal would place at least partial responsibility on Russia for paying for the restoration of Ukraine.
