A group of EU member states is pushing to weaken European Union proposals aimed at combating the circumvention of sanctions against Russia through third countries, people familiar with the matter said.

It is noted that the European Commission plans to strengthen sanctions against Russia, prohibiting the purchase through intermediaries in third countries of some goods that can be used for military production.
In addition, exporters of such goods will be required to deposit a certain amount into an escrow account, which will be confiscated and at least half of this amount will be transferred to the trust fund for Ukraine, if the products will be sold to the Russian Federation. Exporters will also be required to report violations of sanctions by companies from third countries.
“But diplomatic envoys from a group of major EU member states this week raised several concerns about the proposals, including doubts about their legality and whether such guarantees and provisions could be required from importers,” it said.
The publication adds that the countries also want to narrow the scope of potential reservations and the list of goods to which the proposed measure will apply. These member states also fear that contractual requirements could put European companies at a competitive disadvantage.
Instead, other member states, including the Baltic states, support these proposals.
