The budget deficit of the Russian Federation has already exceeded the annual plan

According to the results of April, the deficit of the federal budget of Russia exceeded the plan for 2023 – the budget was executed with a deficit of 3.424 trillion rubles, having increased in April by 1.024 trillion.

The budget deficit is already 843 billion rubles higher than the calculations of the Ministry of Finance, which expected that in 2023 the deficit will amount to 2.925 trillion rubles, or 2% of GDP.
The department reminded that to cover the deficit, in accordance with the budget rule, funds from the National Welfare Fund are used.
At the same time, budget revenues for four months amounted to 7.782 trillion rubles, which is 22% lower than the volume of revenues for the same period last year.
This is explained by the reduction of oil and gas revenues. The total revenues of the budget in the 1st quarter were estimated by the Ministry of Finance at 5.677 trillion rubles, so in April they amounted to 2.1 trillion rubles.
According to the agency, oil and gas revenues decreased by 52.3% since the beginning of the year and amounted to 2.282 trillion rubles.
The Ministry of Finance attributed this to the high base of comparison in 2022, the decline in Urals oil prices and the drop in natural gas exports.
The dynamics of oil and gas revenues is gradually entering a stable trajectory, which corresponds to their base level of 8 trillion rubles per year.
