The Duma returned to Nemtsov and Gaidar the draft on the exclusion of the death penalty from the Criminal Code

The State Duma decided to return to the authors the bill on the exclusion of the death penalty from the Criminal Code, which was submitted for consideration back in 2001. “Vedomosti” drew attention to this.

The death penalty still exists in Russian legislation. A moratorium on its use entered into force in Russia in May 1996.

Among the authors of the initiative on the complete exclusion of capital punishment from the Russian Criminal Code were deputies of the State Duma of the 3rd convocation from the faction “Union of Right Forces”, including the oppositionist Boris Nemtsov, who was killed in 2015, the author of economic reforms Yegor Gaidar, who died in 2009, and also politician Irina Khakamada.

Pavel Krasheninnikov, head of the Constitutional Committee, is the only one of the initiative’s authors who is still a deputy. Now he is a member of “United Russia”.

The State Duma explained the decision to return the bill introduced 22 years ago by the formal requirements of the regulation.

After the start of the war in Ukraine, Russia is increasingly calling for the return of the death penalty. Dmitry Medvedev, Deputy Chairman of the Security Council of Russia, made similar proposals several times. Once again, representatives of the authorities spoke out about lifting the moratorium on the death penalty after the recent murder of pro-Kremlin military blogger Vladlen Tatarsky in the center of St. Petersburg.
