The proposed sanctions largely duplicate the restrictions imposed by the European Union against Russia, including restrictions on key technologies and the country’s energy sector.
What is implied
- A ban on the export of dual-use goods and technologies that are used for military purposes and can increase the country’s industrial potential.
- Sanctions in relation to oil, coal, metal products and gold.
- Trade restrictions on luxury items, investments and certain services.
- Measures that will hit the aviation and energy sectors of the country and key sources of income.

Similar to the sanctions imposed against Russia, the proposals provide for exemptions in relation to medicines, agricultural and food products, as well as benefits for relevant financial transactions involving sanctioned persons.
The legislation will also allow the EU to pursue anyone who helps circumvent sanctions imposed on Belarusian individuals and legal entities.
The approval of the proposed measures requires the support of all EU member states.
According to Bloomberg, the EU is also working on the 10th package of sanctions against Russia and on limiting the prices of Russian oil products.
