Members of the European Parliament voted for the gradual abandonment of internal combustion vehicles in passenger transport from 2035.

New cars and minibuses will have zero emissions permits from 2035. In other words, from 2035, the registration of new gasoline and diesel cars in the EU will be prohibited.

MEPs have endorsed an agreement reached with the EU Council last October on revised CO2 emissions standards for new cars and vans in line with the EU’s growing climate ambitions.

The new legislation sets a path to zero CO2 emissions for new cars and light commercial vehicles in 2035 (the target for the entire EU fleet is to reduce CO2 emissions from new cars and vans by 100% compared to 2021). Intermediate emission reduction targets by 2030 are set at 55% for cars and 50% for vans.

By 2025, the Commission will present a methodology for the assessment and reporting of life-cycle CO2 emissions of passenger cars and vans sold on the EU market, together with legislative proposals.

By December 2026, the Commission will monitor the gap between emission limits and actual fuel and energy consumption data, prepare a report on the CO2 specific emissions adjustment methodology for manufacturers and propose appropriate follow-up measures.

Manufacturers responsible for small production volumes per calendar year (between 1,000 and 10,000 new passenger cars or between 1,000 and 22,000 new minibuses) can receive a deferral until the end of 2035 (those registering fewer than 1,000 new vehicles per year , as before, are exempt from the requirements).
