The ex-management of the Mykolaiv state enterprise appropriated 1.3 billion

Law enforcement officers uncovered a scheme to seize 1.3 billion hryvnias of state enterprise funds “Scientific and production complex of gas turbine construction “Zorya” – “Mashproekt”.

According to the investigation, the criminal scheme was organized by the former heads of the state-owned enterprise and the director of a non-resident private company. Agency agreements were concluded with this company: according to them, a non-resident is engaged abroad in searching for buyers who are ready to buy the products of a state-owned enterprise.

During 2013-2018, the state-owned enterprise transferred almost USD 62 million to the company’s accounts for the provision of agency services, which at the time of the crime amounted to more than UAH 1.3 billion.

“However, the non-resident company provided such services only on paper, and such a “scheme” was introduced only to seize the funds. In order to legalize the illegally obtained funds, they were transferred to the accounts of foreign companies controlled by the former heads of the state-owned enterprise,” the police added.

The operatives of the Strategic Investigation Department in the Mykolaiv Oblast of the National Police together with NABU detectives and SAP prosecutors gathered evidence of the involvement of those involved in the crime.

As part of international cooperation, the law enforcement officers received materials that confirmed the fact that the services were fake and helped track the “laundering” of part of the illegally obtained funds.

Four former managers of the state enterprise “Zorya” – “Mashproekt” and the director of a private foreign company were declared suspicious. The question of choosing precautionary measures for the suspect is being resolved.
