How the gambling business worked
“The level of abuse is really shocking… To understand, the state did not see anywhere around UAH 10 billion in turnover per month. Earlier I estimated that we lost somewhere between UAH 8-10 billion in taxes per hour, I think the amount is much higher now,” Zheleznyak wrote.
According to him, not only online casinos, but also banks and retail chains are involved in tax minimization schemes in the field of gambling business.
“Their main accomplice is the banks. Not all, but specific 9 banks that provided the service of “miscoding” and withdrawal of these funds. If simplified: he ensured that the money from the player went to the casino’s account, but allegedly “for advertising services,” Zheleznyak explained.

He specified that such a service was provided by one of the state banks.
“One state bank took part in providing such a service for the gambling business. I will not write the name, but it sounds consonant with the word “gas”. And a lot of money was spent through him,” wrote the People’s Deputy.
“The second private bank is actually the only one on the market so far, after law enforcement drew attention to this scheme, and it continues to actively provide such a service. According to the information we have, this is UAH 250-300 million per day,” Zheleznyak added.
Zheleznyak emphasized that he would appeal to the NBU to take measures to influence the banks involved in this scheme.
