The Ministry of Statistics and the Ministry of Internal Affairs of Russia are discussing with market participants measures to strengthen control over the circulation of SIM cards. Among other things, it is suggested to activate the sold sim cards only after checking the subscriber’s passport data at the Ministry of Internal Affairs. This is reported by “Kommersant” with reference to sources.

The publication’s interlocutor at one of the federal telecommunications operators noted that the idea has not yet been formalized into a legislative initiative.

Operators now check subscriber data with the Ministry of Internal Affairs databases within 30 days after the sale of a SIM card, and it can be activated immediately after purchase. The Kommersant source said that it is not yet clear how long it may take to check with the Ministry of Internal Affairs databases before activating the cards, but, according to him, it may take at least two days.

The experts interviewed by the publication believe that the introduction of such a rule will hit small retailers of SIM cards, and may also make it difficult to sign new contracts for mobile services and provoke an increase in the turnover of illegal SIM cards.

An interlocutor of “Kommersant” in one of the operators expressed the fear that the innovation will make it difficult to conclude new contracts not only for foreigners, but also for citizens of Russia.
