The heads of the DPS of Kirovohrad Oblast got caught in million-dollar bribes from entrepreneurs

The SBI exposed two officials of the tax service of the Kirovohrad Region for red tape during the registration of tax invoices.

The head of the VAT refund control department together with the head of the risk management department of the tax service in the Kirovohrad region were caught in business enrichment schemes.
Bribes were demanded for not obstructing business. In addition, money was received for “manual” unlocking of tax invoices.
The DBR does not name the exact sums that the bribers demanded from the business, but declares about “millions of items”.
“Employees of the SBI conducted searches at the place of residence and work of the accused persons. During the investigation, millions of hryvnias in various currencies were found,” the State Bureau of Investigation notes.
“Tax officials took advantage of the negative trend of mass blocking of tax invoices and classifying them as a risk factor for the taxpayer. They forced company managers to “buy” the services of “manual mode” registration of tax invoices. The “fee” was 1% of the total amount,” the report says.
One of the defendants was arrested red-handed while receiving the stipulated amount, she was informed of the suspicion of extorting and obtaining an unlawful benefit by an official in a responsible position (Part 3 of Article 368 of the Criminal Code of Ukraine).
The sanction of the article provides for a penalty of up to 10 years of imprisonment.
Currently, the issue of notifying other tax authorities of suspicion under the same article is being resolved.
Danylo Hetmantsev, head of the Verkhovna Rada committee on finance, tax and customs policy, commented on the event.
“Minus the leadership of one more area of the DPS. Plus one more area to reset. The reasons are the same. The life of tax officials does not teach. Honestly, I am frankly disappointed with the level of perception of the new reality by the old officials,” he noted.

In March, the European Business Association published a statement that the problem of VAT refunds and blocking of tax invoices has not been resolved. Most of the tax invoices that were blocked during October 2022, entrepreneurs could not appeal even in an administrative procedure.
The blocking of tax invoices affected more than 40% of active businesses.
