The commission of the academic council on ethics of the National Research University “Higher School of Economics” (HSE) did not see non-compliance with the rules of the university and damage to its reputation in the article by the dean of the Faculty of World Economy and World Politics, Sergei Karaganov, in which he suggested that the Russian authorities launch a nuclear attack on Poland.

The council’s response to the request of Yulia Arkhipova, a graduate of the university, states that the commission’s competence does not include “issues of scientific credibility and practical applicability of conclusions” in the publications of the magazine “Russia in Global Politics”, in which the article was published. In addition, the answer states that the magazine itself “welcomes open discussions and willingly provides its platform for the exchange of opinions, including the most acute ones.”

Initially, Karaganov’s article was published in the magazine “Profile”, later the magazine “Russia in Global Politics” reprinted it, and the state news agency “RIA Novosti” published another article by the dean of the Faculty of National University of Higher Education and Science under the title “There is no choice left: Russia will have to launch a nuclear strike across Europe”.

In his materials, Karaganov writes about the need for limited use of nuclear weapons by Russia, proposing to strike “retaliatory strikes” against the facilities of countries “providing direct support to the Kyiv regime.” In his opinion, this will prevent “sliding towards a global thermonuclear war”.

Karaganov’s materials caused a stir because, among other things, he is the honorary chairman of the presidium of the Council on Foreign and Defense Policy of Russia, and some mass media call him “a political scientist close to Vladimir Putin.”
