The Ministry of Finance of Russia hid actual expenditures of the state budget. Operational data on expenses have disappeared from the “Electronic Budget” portal, where they were published earlier. The Bell edition drew attention to this.
Journalists used operational data to compare them with total expenditures and calculate the state’s expenditures on classified budget items. In May, secret spending exceeded three trillion rubles, taking first place in the overall structure of spending in Russia. A large part of such expenses is for defense, national security, law enforcement activities and maintenance of the annexed territories of Ukraine.
After the invasion of Ukraine, more than ten Russian agencies stopped – partially or completely – publishing statistics. At least three departments have removed sections with open data completely. Officially, they did it to protect information from “unfriendly countries”. Among other things, the department closed the statistics on oil and gas production and on the registration of benefits for the families of dead soldiers.
Also, the government allowed stock market participants not to publish corporate information – in order to reduce their risk of falling under sanctions due to the Russian invasion of Ukraine. In addition, according to the presidential decree, information on the income, expenses and property of officials will no longer be published. The same was allowed to deputies of the State Duma and Federation Council.
