The Ministry of Justice declared businessman Oleg Tynkov a foreign agent

On Friday, the Ministry of Justice of Russia included businessman Oleg Tynkov in the list of so-called foreign agents.
Tynkov is a financier, the founder of Tinkoff Bank, one of the most successful banks in Russia. In 2020, he left the post of general director of the bank, in 2021 he sold his Russian assets. In February 2022, he condemned Russia’s military invasion of Ukraine and announced that he had renounced Russian citizenship.
Besides him, the list of “foreign agents” was filled by literary critic Anna Narynskaya, actor Nikita Kukushkin, philosopher Yulia Sineokaya and director of the Chechen human rights organization Human Rights Center Ichkeria Aslan Artsuev.
- Legislation on “foreign agents” in Russia appeared in 2012. The law allowed the Ministry of Justice to recognize non-profit organizations as “foreign agents” if they receive funding from abroad and engage in political activity. The criteria by which such activity is determined are not clearly defined in the law, which allows the authorities to prosecute organizations working in the fields of education, culture, health care, ecology, and protection of human rights.
- Subsequently, it became possible to recognize media and natural persons as agents, including those who do not receive foreign funding, but “are under foreign influence.” Russian legislation does not specify what exactly should be considered foreign influence.
